INFORMATION NOTICE FOR THE TENDER OF
TECHNICAL ADVISORY SERVICES - OPEN PROCEDURE
1. Hellenic Public Real Estate Corporation (KED), procures an open public tender for the
provision of technical services to KED for the implementation of the
"Design, financing, construction, maintenance, integrated facility management
and insurance of the new (Phases B and C) building premises and facility management of existing
(Phase A) building premises of the Hellenic Police Academy in Amigdaleza".
"Design, financing, construction, maintenance, integrated facility management
and insurance of the new building premises and its landscaping for the Hellenic Police
Headquarters".
"Design, financing, construction, maintenance, integrated facility management
and insurance of new building premises for five (5) Police Divisions and two (2) Police
Departments".
"Design, financing, construction, maintenance, integrated facility management
and insurance of new and existing building premises for the accommodation of the Operation
Division of Attica Region, the Passport Division and the Department of Explosive Devices Disposal
at the Olympic Shooting Centre in Markopoulo".
through a Private Public Partnership (PPP), with an indicative budget of 1.000.000 euros, VAT
excluded. This tender will be conducted, pursuant to art. 6 par. 4 of L. 3389/2005, as amended by
art. 16 par. 1 of L. 3483/2006 (GOJ A 169) and is governed by the provisions of directives
2004/18/EC of the European Parliament and the Council, of 31 March 2004 (L 134, 30/04/2004), which
was incorporated by the P.D. 60/2007 (GOJ A 64) and L.2522/1997. Award criterion is the most
economically advantageous tender, according to, art. 53, par. 1a of 2004/18/EC directive.
2. The tender will be conducted on April the 8th 2009, Wednesday, and the deadline for the
tender submission is at 11.00 a.m. at the premises of Hellenic Public Real Estate Corporation (KED,
158a Alexandras Av. & 45 Koniari Str., Athens, P.C. 11471).
3. n the tender are entitled to participate physical or legal entities, independently or in
consortium or in joint venture, that is/are already or will be established, operating mainly in the
field of services, as those referred to in art. 3 of the Notice and falling into the category 12 of
annex IIA of the EC directive 2004/18 (SPV: 71241000 and 71245000).
In the tender can participate physical or legal entities, independently or in consortium or
in joint venture established or to be established, if themselves or any of their members (in the
case of consortium or joint venture):
- Are registered in the Greek Designer Register or Design Office Register and,
particularly, have at least the following Designer Certificate:
(a) C Class in category 02 "Special Architectural studies",
(b) E Class in category 06, "Building Architectural Design",
(c) C Class in category 07, "City Planning and Street Planning Design",
(d) E Class in category 08, "Static Design",
(e) E Class in category 09, "Mechanical, Electrological and Electronic Design",
(f) C Class in category 10, "Transport work and Circulatory Design",
(g) B Class in category 16, "Land Surveying Design",
(h) C Class in category 21, "Geo-technical Design and Research",
(i) C Class in category 25, "Landscape restoration - plantation Design",
(j) C Class in category 27, "Environmental Design".
- Or come from countries members of EU, or EEA, or countries that have
ratified the agreement for public contracts of the World Trade Organization and which keep
equivalent registers, according to art. 52 of the directive 2004/18/EC, and are registered in
classes and categories of designs or services corresponding to those of the above paragraph,
- Or come from countries members of EU, or EEA, or countries that have
ratified the agreement for public contracts of the World Trade Organization but which do not keep
registers such as those mentioned in the previous paragraphs, and are registered in the
Professional/Trade Registers of Annex IX C of the Directive 2004/18/EK or in the equivalent
registers of their countries, and have general experience corresponding to this resulting from the
registration in the Designer Register or Design Office Register, i.e. executive work force with
experience in equivalent design categories
The participants should fulfil the minimum financial requirements and special
technical capabilities according to the above-mentioned paragraph.
4. The Notice and the accompanying documents can be received up to six (6) days prior to the
deadline for the tenders' submission, at the premises of the Hellenic Public Real Estate
Corporation (KED), 158a Alexandras Av. And 45 Koniari str., Athens, P.C. 114 71, tel. 210 6405232
(3rd floor - Real Estate Management Division, attention: Ms Papadopoulou Evangelia),
paying the amount of 30,00 euros.
5. Bank Guarantee of 50.000,00 euros for participating to the tender is necessary
