The scope of the project involves the design, financing, construction, maintenance, facility
management (security, cleaning) and insurance of 26 new school buildings in the Regions of
Peloponnese, Northern and Southern Aegean and Crete via a PPP scheme. The duration of the
Partnership is 25 years. Contracting Authority of the Project is the Organisation of School
Buildings (OSK) S.A.
This PPP project is the fifth one approved by the Greek Inter-Ministerial PPP Committee and
serves the strategic targets of the Organization of School Buildings for abolishing dual shifts,
replacing leased schools and upgrading school buildings. The reimbursement of the private entities
will depend on the quality of the maintenance services, according to pre-defined criteria.
It is underlined that the planning of the educational policy and the teaching activity
exclusively belongs to the Ministry of Education and Religious Affairs.
The anticipated construction and maintenance cost of this PPP project amounts to 94 million
euros (NPV), plus VAT. The heavy maintenance and insurance of the buildings are not included in
this figure, and are estimated up to 20% of the total budget of the project.
The final cost to be paid by the Greek State will be determined, upon the conclusion of the
contract award procedure.
