Announcement of Preferred Bidder for the project: ''Design, construction, financing and facility management of the Police Directorate Building in Piraeus through a PPP''.
On Thursday, September 3rd 2009, the financial offers of the four (4)
candidates participating in the tender for the implementation of the project ''Design,
construction, financing and facility management of the Police Directorate Building in Piraeus
through a PPP'', were unsealed.
The candidates that submitted offers are the following (with priority order
according to the time they submitted their proposals):
The candidate AKTOR CONCESSIONS S.A. was declared Preferred Bidder, having offered a price of
73,8 million Euros (NPV).
This partnership is the third PPP project to reach conclusion. It is estimated
that the PPP contract will be executed within the current year, as well as its mobilization.
This PPP project is an integral part of the strategic priorities of the Ministry
of Public Order, for solving the accommodation problem of the Hellenic Police, upgrading its
infrastructure and replacing leased buildings in a shorter time horizon. The reimbursement of the
private entities will depend on the quality of the offered services, according to pre-defined
quality.
The duration of the partnership is 25 years. The partnership aims at solving the
accommodation problem of the Police Directorate Building in Piraeus, which is now accommodated in
leased buildings, that do not meet the requirements.
It also aims at better management and maintenance of the new infrastructure, which will be
accomplished through the implementation of a pre-defined payment mechanism and preset output
specifications.
It is noted that the total budget of the PPP Projects implemented by Public Authorities
amount to 5.7 billion Euros, out of which projects of 1.5 billion are already under procurement.
